Well, ad mentions 6 cyl. But it's an ad - often incorrect info. 
Quick search says the cop exploders were v8. 
Might be worth fixing, but...

Not that generation. They haven't put a V8 in an Exploder since 2010.

Civilian Explorers of that era were either 3.5L NA or 3.5L Turbo (ecoBoost)  The NA may have advanced to the 3.7L also. But, turbo or not, they are all V6. 

Many, many cop cars are "not fast" like Chargers with 3.6L.  Not every Charger gets the Hemi and not every Explorer/Taurus gets an ecoBoost.

Folks remember the occasional "fast" police models. (Love the '62 406) but average police cars, are pretty, well, average.
