Ugh, another cool car at a reasonable price with no title. What's with this lately? Everytime something catches my eye and is priced right I get to the bottom and read that there's "no title, but you can get one easy". FML

VA isn't "difficult" per-se, depending on circumstances. If it was abandoned in your back yard and last titled in VA, it's a fee and about 2-3 months time. If you want to use the abandoned process and fudge a few details, it's still not that bad, unless it was last titled in another state, as was our lemons Valiant, in MD. After many phone calls and a letter I got a nice official "F-you" from MD motor vehicles saying that unless I'm law enforcement they won't give me what I need for VA to issue a title.

Does the "Tag it in Vermont by mail and transfer it over" no title trick not work anymore?

Vermont doesn't issue titles for cars that old, if seller has a current registration and gives you a bill of sale you should be able to get a title issued in your state.  I've done it in NJ and they are a real pain for most things but reg and bos and they had no problem.
