In Illinois if the owner signs the title but doesn't date it nor put the name of the new owner on the title people have been known to pass titles or resell the car and avoid sales taxes or title costs. We don't require a notary in Illinois.
So a guy like Mike Wiznowski would just tell the guy to sign it and he'll add his name later. I'm sure the State of Illinois doesn't approve of any of this. Maybe this is the state of the title?
