As far as I know, you have to have a dealer license to be able to bid on Copart. I've inquired a few years ago and I recall the licence fee being around $500 in my state.
Keep in mind, things may have changed, and this was pre-COVID.
I'm sure someone can chime in who is closer to this than I am
That's a state by state thing, Indiana and Ohio don't require it.
