Not at all, lay Matt clear coat over top of that and the exterior is finished.

Sadly, thats not the rust ya have to worry about! I'd be sure, if the outside looks like that, the suspension and attachment points are pretty bad.

On a side note, how long would a clear coat slow the tin worm down form dissolving a non structural body panel?
