My guess is it's an older guy who has it and parts are scattered or in boxes and he doesn't have the energy or the motivation pull it all out. I love sketchy CL ads. Got my $300 '72 PL510 that way.

I got a boat worth maybe $5k for $400 off of a super sketchy Craigslist ad. Included long drawn out tales about the titles (not in hand, but I'd get them, of course), 1 picture which showed registration in a state away from state I was buying in, etc.
Got there things were as described, and fast forward a bit, titles to boat and trailer arrived in the mail.
Some people suck at selling things, without actually "sucking" at life.

You can right click on many photos and you will get a list of options , one is search the web for image ,
This often works , this time it worked better than expected as it was a picture of a picture :)
