I bought an ‘87 CRX Si in a similar condition some years ago. The timing belt in mine was broken because the previous owner ran it low on oil and the cam seized in the head. The reigning New England Honda guru at the time (Chuck Noonan) was able to locate a used head for me and got the thing going. Then I had to go and turn it into a race car (after street driving it for almost a year). Fun cars. Watch out for rust on the floor around the Panhard bar mount in addition to other Honda rust points - mine separated from the floor during a track session which made the handling, um, interesting...
