09's were the new vans with CANBUS windows. I am surprised that it is talking while the car is off. I thought they were disabled by the keyoff/fulloff power controls. The window control bus should be dead. The one CANBUS message that could override anything is the anti crush messages. If the window thinks it is crushing a finger it would autodown.
