To the assembled brain trust:
I have a 2002 Ford Windstar whose RF window worked intermittantly until recently, then it stopped altogether. The same door's power lock also works sporadically either when the RF button is pushed or when the driver's button commands all locks locked.
Checked the owners' manual for a clue, not much except Fuse 106 is good.

I don't know if this will help but at the local do-it-yourself salvage yard by me the first thing to go when ever they put out an early 2000s Windstar are the power window/door lock controls. For example, a couple of months ago 30 or 40 of Windstars turned up all at once ( don't ask me why or how all at the same time) and with in a day or two all power window/door controls on both sides were gone. In the salvage world that usually means those are weak points on the vehicle and people purchase them to resell them on line as there is a big market for them. So I would conclude that may your problem. They need to be replaced.
This may or may not have anything to do with reality but I hope it helps.
30 to 40 showed at once because of rear suspension and front suspension recalls that pulled most all of them from rustbelt states off the road. With a Windstar, the least of your worries is windows that do not work.

Oddly enough I got the recall notice for that and my car was not seriously affected( cleaned/resurfaced). I have seen the stacks of front and rear crossmembers at one of the Ford dealers I call on. Aside from the electrical issues I kinda like the thing (133K miles).
