Yes and yes. I know some people go as far as to budget the wire they used on their MIG welder based on before and after weights. We don't do that, because the welder is used for more projects than just this one, and the cost was deemed sufficiently low enough by some higher-ups.
If you didn't buy it for this project, you can assign a FMV, yes. Anything you can find to support your case will help.

This time around I have been a lot more detailed in the overall construction of the car. Everyone who has seen it says "there is no way you have 2 grand into that" so I was getting a little worried!

Nuther question. I have a ton of stuff in my shop at home as well as my co-worker has tons of parts we both have accumulated over time. How would I enter this into our budget? Just FMV?
I'm doing FMV for components I have laying around the shop and scrap price for used washers, bolts and whatnot.

I'm sure I'm not saying anything you don't already know, but a beer bottle cap can be used as a washer, and a beer bottle cap is worth nothing. Also, saving all the bolts used in the lightening process and re-using them later saves having to use something off the shelf.
90% of my hardware came from the parts cars, I had a huge need for washers though... you'll see.
Washers aren't wheel spacers.
Protip: when lacking a proper set of rotors, you can jam a single brake pad and a 1/4" deep socket in the caliper of a Miata, with some washers to keep the wheel spaced out far enough.

That sounds terrible. There was a guy at the hillclimbs this year doing that, until enough people complained then he added a supertrap and it wasn't much better.

An open header rotary makes a straight exhaust V8 sound like an electric.
Considering the exhaust I just made for our Civic (now with 100% less forced induction!), it's going to be a damn loud year.

A rotary really prefers an exhaust that terminates in a long megaphone. Quiets it down as well!
