Haven't seen the car yet, presently running, primered, wc400 engine, factory 4 speed car. Is it collectible enough to dump the money in on some body and paint or are the judges or ragtops really only the desirable cars?

Unless its an absolute rust bucket and missing parts, a 70 Goat with a 4 speed is certainly worth that and then some. Depending on options that car could easily be worth over 20k restored.
I'd look at the car first, Then make the assessment. There are some people out there that aren't following the craze.
I know, because a friend of mine just picked up a '68 396 Chevelle with a 4-speed over the summer that hadn't run in 25 years out of a garage of some old man for $5000.
Keep looking as deals are out there. That may be a good price on a 70 GTO, but you need to get the VIN and door tags decoded. Pontiac Historical Services can also tell you EVERYTHING about the car, but it costs $$$.
As an aside, I bought a sitting-forever, ran-when-parked muscle car last year. 73 Javelin SST, 360/4Bbl/Dual Exhaust, 727TF Auto, console, buckets, power brakes, in Trans Am Red with a Black interior. For $500. (I've already been offered $2500 as-is). If it's even slightly odd-ball it will be WAY less. Look at Oldsmobile's, Buick's, Mercury's, AMC's, etc.
6k sounds low for a '70 GTO, unless it's a real pile. First thing to do is determine if it's a real GTO and not a clone. Send for the paperwork from http://www.phs-online.com/, they offer a fax service for a few extra dollars if you're in a hurry.
edit: WC is not a correct engine code for a 1970 GTO, so if that is in fact the letters stamped on the front of the block on the passenger side, the engine has been replaced and it may not even be a 400. You can decode the engine at http://www.wallaceracing.com/
as said above, make sure it's a gto and not a lemans-turned-goat
goats go for a lot and lemans, not so much unless they are spectacular (not pretending to be gtos)
Thanks all, no reply from the seller yet so it might be gone. Ad says VIN 242 and it's a 4 speed car with wc400 engine so probably a later engine? Oshawa Ontario built clutch, supposedly rare... Cardinal red underneath the primer. The car is several hours away so I'm not making a trip unless I know it's the real deal.
