Anything can outhandle anything with enough work.
They where out at the same time so there are lots of comparisons test from the day.
I found one of an L98 Z51 car vs a 300ZX turbo.
They said the Corvette drove much better and was a second faster around the track. Remember it was 50 hp down on the 300zx.

I would say for mild mods or in pretty close to stock form Id take the C4. A set of bilsteins are like 400 bucks, stock shocks are probably even less, considering C6 Z06 shocks (a popular c5 upgrade) are only 260 for a whole set. then just find whatever is the best stock leaf spring combo and be done.
They had TONS of different suspension options from 84-96 and they tweaked them from year to year so there are so many different OE spring rates you can mix and match.
I really wanted a Z32 and still do but between the two Id take the C4.
