I think what you want is EFI on the 425. There are several options.
LS truck motor with a moderate single turbo. The combo is cheap, makes fantastic power, and it's been done so much that the info is all over the Internet. Mileage would be about as good as you could get in the car as long as you kept your foor out of it, and it would be fun if you didn't. Should be stone reliable as well.
Sure, it's not GRM interesting, but it would work well. That's what I would do.
TBI out of a 90's 454 truck and a 200-4R if you like swap projects. I'd keep whatever is under the hood as long as it isn't a diesel. Actually those can be built too after making it a gas engine again, from what I've read.

I wonder if the big Atlas 6 with a turbo would turn better mileage numbers for a reasonable amount of power.
