My mind kind of stopped at the "big GT30" - that's a baby turbo for a 13B. There was even a writeup online about a GT35 equipped RX-7 (for autocross) where low and mid range torque was the goal and they didn't even tune the engine over 7000rpm other than making sure it didn't run lean.
RE: Rotary flow: A fellow recently picked up 100 WHP just moving from a 1.05 to 1.45 exhaust housing, with better spool at every RPM. The 13bs need to breath.
