I'm guessing this is an el cheapo front spoiler off Amazon or eBay. But can the broken hole be fixed or should it be tossed and move on?

Is that a ripped out mounting hole?  

Here is how I handled similar in this rebuild of a Mercury Milan

Can you plastic weld the entire hole and redrill it? Fill with epoxy and redrill?

It probably depends on how much refinishing you can do.  Chamfer the edges, fill with epoxy and maybe some fiberglass strands for reinforcement, sand smooth, primer and paint.

Epoxy in some type of sleeve (tubing) so the fastener has some support?  That looks like the bolt pulled right through the edge.

Anything can be fixed, the wonderful part of this site is that there's someone here to instruct you on how to do it.

It might not always make financial sense to do it, but everything that can be made can be fixed.

Is that supposed to be a mounting hole?  The hole to edge distance is way too low for that to be designed that way.
