That car is a bit of a cult celebrity in the Miata world, as one of the better examples of a "retro" tribute type deal. Think of it as a SLIGHTLY lesser-known "Sharka."
Previously owned by Randy, owner of Mazdaroadster.net and Steve on Clubroadster, who somewhat briefly made some really cool parts for Miatas.
Searching google/google images for "Rooster Miata" will come up with a bunch of pictures and info.
I don't think $13.5k is crack pipe. He'll likely get it.
Steve was also known for this car, which was also pretty exceptional.

That's the thing about the internet. If your car becomes "famous", you can command a much higher price for it.
See Magnus Walker or Corbin Goodwin as examples to that effect.
There's a difference between a car with a bunch of modifications and the realization of a vision. The latter are exceptional - in other words, they are an exception. They won't follow normal pricing rules. Singer 911s are an excellent example of this, and well modified Miatas can also be. Every part of the car works in harmony, making a whole that is greater than the sum of the parts. It's far more typical to find a car that is less than the sum of the parts, as it's been upgraded piecemeal without an overriding vision. Sharka is an excellent example of an exceptionally well modified Miata, in my opinion.
I wouldn't pay $13,500 for Rooster, but that's because I have the ability to realize my own vision. I would expect this car to find a buyer at that price. I wouldn't expect 100 identical Miatas to reach that price, but one? Yes. The reason it's famous is because it was so well done.
$13,500 buys a pretty nice FD rx7 which even the best looking miata's with hardtop can't touch. When I bought my FD I paid less than that and would have money left over.

Exactly. It's a custom car. Either you like it, in which case you're interested, or you don't - in which case you'd be looking elsewhere. It's not mass produced.
There's a lot of stuff I could buy for the price of a Singer or an Eagle too. But that doesn't make me want one any less.

Still worth it
And that's where we're starting to move where our parents were. What the previous generation considered a "used car" was a deuce coupe to our parents. And while we might consider a Miata a "used car" it's something more than that to the people coming up behind us, and customs are starting to fetch prices.

Fair price, but i personally would do something else with the money buildwise. Having an already built up car takes some of the fun out of it for me. Granted you can get a great deal buying an already built up ride, this is one of those but the package has to suit you.
