I wonder if they edited the audio in that clip...I saw a version of it yesterday and was pretty sure the officer said "Holy S@@t!" at the beginning.

Roll backs are usually aluminum. I wouldn't expect it to withstand an impact from a car at speed.
I read a few comments about how it was strange there wasn't another patrol car positioned behind the tow truck with lights on. I see more accident scenes than I'd like to these days, but I don't recall ever seeing a tow truck positioned like that on the left side of the highway. Yes, the driver should have been paying attention, but there seems to be SOPs to mitigate collisions like this from happening.
The tow truck driver was super lucky. Doesn't look like he had any idea what was happening until the car almost flew over his head. Lucky to not get hit by debris.
