I don't think you could do even a half assed job for $2015, but I have fantasized about building something similar many many times. I've come to the conclusion that a late 80's early 90's truck chassis is the way to go with the engine moved back. For the body, if you look everything except the fenders is pretty much single curvature. I'd brush up on your woodworking skills and build the whole body out of good quality plywood with hardwood framing. Lot's of work, but very DIYable.

I still think you could make an approximate Americanized facsimile starting with a Model A. Smaller, cheaper, faster, just as good looking, and probably easier ... well, easy for some people I guess. Not me though.
