you just described my mini van... I've had to throw out kid seats due to poop-splosions...
The “out the diaper, straight up the back ass-plosion” struggle is real.
Duct Tape.

We always referred to these as a 'blowout'

That’s a Pre-2011 car, so expect a front suspension rebuild or at least freshening. I know those used to eat ball joints and tie rods, especially under police service.
You're gonna need to address some issues with these. For one, many interceptors/highway patrol cars sit and idle for long periods which burns cams, and worse some dodge transmissions just seem to die at 60,000 miles for god-knows why. And as others have said, they may have decided to remove the cop gear with a sawzall and god knows what kind of damage that has done.
But, you can make way worse decisions for 2K, and an ex cop car has been prooven time and time again to be the perfect hoon mobile. I hope you get this thing, 'cause if it aint bad I might start looking into them a little too.
On board with the suggestion. There is an ex pd car setup like the Death Proof Car locally. It has a 4" lift with some meats and push bars. It's fantastic.

Put a yellow matching stripe along to top or the bottom of the blue stripe. Then paint on some goofy, obviously fake security company name. Troll your local malls.
I recently did some work to a 180k 5.7 Charger. It was holding up ok. The NAG1 trans is not a dodge trans per se and even i will admit that's a good thing in this particular case.
Well, both of those went north of $4500. More than I'm willing to pay for a used police car.
The search goes on.
There are a couple of more about an hour away I'll keep an eye on.
