Is there any kind of sanctioned event (SCCA or otherwise) a person with a street legal car (V8, no roll bar) can run laps on a road course?

SCCA has TrackNite in America for just that purpose.

If it's not a convertible, just about any track day organization. Track night would be a good starting place though.

Yeah. There are these events just about every weekend as long as it's not a convertible. The convertible part is the potential gotcha. Other than that, none of my cars have roll bars (Yet) and I run them regularly at the track.

If it's a modern convertible meeting the current rollover standards (Which is pretty much everything from the NC Miata forward) then you should be fine for Track Night.

Track Night requires a roll bar in all convertibles with >6 cylinders, or 6 cylinders with forced induction.

Its is not a cloth top convertible. But its tops can be removed - similar to T-tops. I will try to find a pic.

My friend has had a hard time finding a place to run it. He has searched, as have I, different possibilities but the no roll bar is the problem.  SCCA TrackNite in America would probably suit his needs.

Targa top sounds like what you're describing, C3 corvette perhaps?

 

HPDE is what you're looking for, high performance driving event. I'd recommend NASA, national autosport association.
