Most the the epoxy jobs that I have seen in cylinder heads have been repaired with Devcon not JB.

A milling machine or mill/drill would certanly do the trick.
Or a jig/fixture would maintain alignment if using a drill press.
Otherwise, drilling by hand will leave them pointing in different directions.
So having larger holes enables the JBWeld/Devcon/etc. to 'fill the gap' using the self alignment technique I described above.
Plain epoxy isn't really intended as a filler, whereas JBWeld, Devcon, etc. is 'filled' with a metallic powder for just that purpose.
actually, im trading some spare parts to a local machinist for the holes. hes never done a manifold conversion, so thats why im asking. im still debating the jb weld vs tig, so much more research is in order.
got my carb running great (finally!), and just made a deal on a tremec 5 speed, so ive got some time to wait.
