You can leave your smartphone at home. Tearing a GPS black box out of your car is possible but a lot harder, and people who put it there won't like it.

In my mind, a mileage based tax is logical for states that already have vehicle inspections. They either already note the mileage every time or easily could, so it would basically be a zero-cost check (and arguably more fair than a flat rate per vehicle). Logically, someone who drives 15k miles / year across 3 cars is doing the same amount of road damage and should pay the same tax as someone who puts 15k on 1 car.
The whole point of my buying a diesel car was to use less fuel and in turn pay less fuel tax (Even thought diesel has a higher Federal tax) since it averages 45-52 MPG so I would be against a mileage tax on top of a fuel tax, unless it's an EV. I'm in IL and my vehicle reg. is a bit over $100 for my car and up over $150 for my F150 PU. Combined the past few years I've put on less the 12K per year. Not what I intended but that's just how it's working out for now.

When transferring a title in Ohio, there is a checkbox for if the odometer is incorrect or inoperative.
I always check it. I have no idea of the car's history, and I don't want to be liable for that if it's wrong. Checking the box and it works is one thing, not checking it and it is wrong is you lining yourself up for fraud charges somewhere along the way.
FWIW, I just e-checked my Volvo tonight and the self-test kiosk requested an odometer reading. It rounded down to 263k.

It's good you're asking questions but you realize EV are a tiny tiny percentage of vehicles. .02% if not mistaken.
The reality is there will be 10,000 different solutions. Debated and politicized on an Us versus them basis.
Who knows what your party's position will be. Or any bodies party.
It will have little or nothing to do with fair or best. It is going to be decided by the best and worst system. Politics.
