They ARE under $100 a wheel, well under it, cheaper than some OE steelies even, and available in pretty much any width/offset imaginable.

I thought steel wheels were limited by circle track rules to a minimum 19lb weight for safety reasons, although they bend that rule by running thin shells and thick centers so the polar moment is as low as possible, while still being 19lb.

I would say that an OEM aluminum wheel will be stronger and lighter, but then you are limited to the widths and sizes you can get from an OEM. And sometimes you just gotta have steel wheels if you want to fit over brakes. (Steel is the only way to put 13" tires on a GSL-SE)

Some classes require a minimum weight but there are plenty that don't.
