Harnesses don't count towards the Challenge budget correct? Also who makes a DOT approved harness?
Schroth makes DOT legal harnesses. Harnesses do not count towards the budget. 2012 rules will largely be like 2011--but I'm waiting to publish until we've nailed the date down.
Any interest in this?
It's a Schroth Rallye Cross, driver's side. The shoulder ends are wrap style. I removed the bolt in tabs from the lap belt and replaced them with threaded links so it can be quickly attached or removed from an eye bolt. It was only in my car for about 400 miles before I sold it.

They put a small expansion section in the inboard shoulder belt as an antisubmarine device (not sure exactly how it works, but they claim that by differentiating the shoulders, they can help prevent the pelvis from getting pulled under the lap belt).
EDIT: I had (well, have, not that it runs...) Rallye 3s in the 2002, and like them quite well. Haven't given them that kind of test, though...
Unless things have changed lately, the Schroth Rallye 3 or 4 harnesses are NOT DOT legal and you can be ticketed for "not wearing a seat belt". A careful search and reading on the Schroth site makes it clear that Schroth has done everything humanly possible to get DOT approval but the requirement for the strap going across the chest means any 4,5,6 or 7 point racing harness does not meet the letter of the law.

Might also depend a little on what car it goes into.
My '60 Elky had NO seatbelts from the factory. So, there is technically no OEM DOT approved option. It now has a Sparco 4-point.
I think it would be pretty hard to ticket me for not wearing a seatbelt, whether or not I was wearing the harness. I think I could win that one in court pretty easily.

I think Schroth considers the Rallye harness sufficient, but if you read the letter on their website requesting DOT approval, the NHTSA (DOT) clearly says they do not meet the requirements. So as far as I can tell, Schroth still has no official DOT approval for the Rallye.
It does appear that the Quick-fit type harnesses are DOT approved for a few applications, such as a Mini.
