I don't see why not. Not like it's hard to find Miata parts out there to replace whatever's missing. I don't even like Miatas all that much, and I'd probably jump on a $500 deal if it was a solid shell and a good engine/transmission....
It might, but I would hold out for the same deal that the seller got. Better to pay 1500 for a complete runner than try to piece that car together.

If he were close to the border, I would snap it up for the rust free shell. The front clip I have for the Volvo project is marginal on how much I want to use due to rust.
i don't like Miatas, and i'd buy that thing to make into a track rat... i'd offer $400 tho, just because that's how these things work..
