Oh man, late to the party on this one as I didn't see it until today. I was getting really worked up about this until I saw it was an April Fools. Glad it's not true or they would bork up the street tire classes as they did with the old stock classes. Phew.
I got fooled too. I wouldn't have if I had watched that video. I saw a guy at my local auto-x with a 5th gen Camaro with white letter tires. They looked great!

Its what a lot of the Cobra and GT-40 guys do to add "Goodyear" bill boards to their street tires.
We've had discussions about this before, those pens don't seem to hold up well. Plasti-dip is supposed to work well, crankwalk did that on his Z's tires some time last year, you could ask him how they're holding up.
