Make them glow with map torch, then put a candle on the threads you can get to. Seriously, I've freed up 30 year rusted in PA bolts with a candle and torch.
Depends what they're threaded into/holding together. Gotta be careful with aluminum, mag, any heat treated steels, high grade hardware you need to reuse, etc. A little heat (say 250-300f), your penetrating oil flavor of choice, tapping with a hammer, more oil, more tapping, and waiting a day or three is the better method if you have the time. Best to use a breaker bar, not for the torque, but for the ability to easily work the fastener back and forth, that back and forth twisting often works them free.
Mark, I have found find steady heat over time seems to help the most. If you don't have a weasel try heating it and adding PB Blaster and reapply heat, a few taps with a small hammer can also help.
Acetone and ATF has been a pleasant surprise to the point where keep a bottle on the shelf. No idea why this is not bottled and sold under some brand-name?
The candle does have some scientific validity. The candle is made of paraffin that acts as a lubricant and solvent. The cold paraffin causes a slight vacuum from the the threaded "space" that is maintained by the ( relatively) viscous nature of the paraffin, and hence the paraffin gets sucked in as the fastener cools.
I find that patience is also a big part of the equation.
