I remember seeing something at Autozone that hooked up to the OBD port and did just what you were asking. I don't recall a price.
This is hypothetically a '91 Civic. Is there an OBD port on those? I'm thinking not.
Also, the hypothetical person that is asking for this hypothetical information is hypothetically ingorant of these things, so some explanation and/or specifics would hypothetically be appreciated. Ideally, Information about specific products, how they hook up, how the data is retrieved, etc..

And I was all excited that I got a bunch of new replies to my question. Well, I guess I did get a bunch of new replies to my question.
So after writing my last reply, I hit "Add post" and the thing sits there forever and doesn't go. Then I hit the red "X" to stop it, and then hit "add post" again. Next thing I know I have two identical posts, and learn that there's no way to delete one (EDIT - Okay, I missed that one). So I had to edit the second and write this babble so that it wasn't a repeat of my last post. I sincerely hope that I have somehow made a difference in someone's life by writing this, maybe even a Philipino or his Philipina girlfriend.
Why not use the little "Delete" icon in the corner of the text box? It is disguised as a red "X" when you hover over it.
In regards to the tracking situation, You can hard wire a GPS tracker to the car, but I do not know how you would do telemetry easily with a non OBD2 car. It is good that you have started with an underpowered car but there will be a point you will need to either accept that 3 out of every 2 children driving will wreak havoc on the roadway and that havoc will often involve redline neutral drops/redline clutch drops at every stoplight.

So it looks like the GPS part is pretty easy. Maybe not so easy is the telemetry, but I have to think it's possible. Anyone have anything to add in that regard?

Well...Iphones have GPS built into them and that wonderful accelerometer chip. Dynolicious is basically a software Dyno (that is surprisingly accurate from what I've heard, Someone who has it CHIME IN now)
The Iphone's GPS Can be tracked live as well.
