the cheapest way is a older itx mini pc, with an ebay obd cable and software, and a gps program and mouse. assuming some ability to build and program it may be possible for under $100 with smart shopping.

otherwise, throttle position is the deal breaker, the rest can all be done with standalone units for under $150... search "gps tracker."
