I need a couple bolts in MM16 x 3.0 pitch. They should be class 8-ish or better. I have checked all my suppliers on-line and gotten nada.

Nothing I can find at McMaster. Fastenal has some driver studs, but they are medium carbon steel.
Its a Euro tow hook receiver thread. I have a pair of them on the front bumper which I want to use as mounts for a flat tow bar.
I will probably have to buy a pair of tow hooks and sacrifice them to the cause.
There are places like these that supply license plate brackets that use tow bar mounts. You might be able to talk them into selling you just the piece that goes into the tow bar socket. Check out the "smart Rear Bolts." Maybe they are the right size?
For bigger metric, especially high grade, your local John Deere dealership might have what you need. Ever since the tractors went metric they have been fantastic about having that stuff on hand.
There appears to be no standard among mfgr's, and they're a bastard thread on purpose to avoid liability of someone picking up a car with a galvanized Chinese carriage bolt and dropping it on themselves.
Anyone with a thread-cutting lathe who knows how to use it can make a threaded stud with a shoulder and slotted boss/head. I'd do it in 8640 CrMo abd have it heat treated and oxide or chromate plated. Not cheap though. The correct solution seldom is.
