I was gonna guess some kind of folding satellite dish before I saw the solar panels, it definitely didn't have the right shape for an inductive charger of any kind.
As cool as that contraption looks, if he has the solar panels in the vehicle somewhere it would be better for him to make little stands for them and just prop them up on the ground next to the vehicle. That way it wouldn't ruin the car's performance.
