What would you do?
For me, I'd select Nascar and get rid of the second races at tracks, take 4 weeks each year and do a 600mile race overseas (with the Nascar experience event going with it and having a festival of sorts the weekend before the event) at a traditionally F1 or WEC track and no track would be to see the event more frequently than every 5 years.

I think it'd make for a great and entertaining event that would generate a large amount of tv and stream viewership.
How about a race with multiple series on track at the same time...
Does it have to be a racing sanctioning body? I have some great ideas on how to make baseball fun to watch.
Although NASCAR or F1 on a figure 8 would make for an entertaining way to spend an afternoon.
NASCAR goes back to actual stock production cars, and adds a ton of street courses. Demon vs. GT350 vs. ZR1 on the choppy unprepped streets of Detroit!
"Random draw" series- manufacturers provide the cars, drivers are assigned them at random at the beginning of each event. Teams get to alter setup in practice only. Lots of incentive for manufacturers to be on their game (everyone who gets our car wins!) and teams (driver X wins no matter what he's driving!).
The above series equivalents for everything- trucks, motorcycles, etc.
A series for flat track bikes running the same courses as MotoGP.
Super One Lap of America- wheel to wheel race series where the race cars must drive to each venue on the road. Drivers must be the same for transit and racing.
And finally, the one I really, really want:
Fully self supported class for rally- no crew, no additional vehicles, just you and what your car can carry. Services have fuel and food and a place to work, but no outside assistance. Malle Moto for cars, essentially.

If we're including non-racing sanctioning bodies, I'd make this change to the PGA so golf would no longer be the most boring sport to watch on TV.
Instead of least strokes, lowest elapsed time wins.
Course must be run on foot, no golf carts, all start at once.

Friends and I used to play that occasionally, we called it "real time golf." It is NOT appreciated by golf courses.

It's not my own original idea, but carrying over my comments from the Mega Millions thread, I'd start a series/class that has only one major performance limiting rule. Be it anything from a limited supply of spec 'traction limited' tires, single inlet/outlet restriction, a sealed 'underperforming' spec damper, or more a more manufacturer involved 'build any engine you want using no more than 24 of these (unmodified) valves'...Letting physics and ingenuity be the guide from there. And set the formula up to change the limiting factor every few years.
For any top tier pro series, reduction of downforce by 75%, reduction of tire width by 15%, no traction control, no abs.
Whatever series I ended up with would look like this. Because if it doesn't make you say, "Holy Crap" when the car passes, it's too boring.
Subaru at Isle of Man.
Reno Air races wold be held in at lest 3-4 more airfields. Prise money for top 3 finishes (there is no purse in current air racing.) Champion at the end gets stupid money. Rules remain the same.
WRC would have a 200mm suspension travel limit for gravel and 150mm for tarmac.
Bring back the "la carrera panamericana" and doit like they did it in the 50's. We die like men if we want to risk it.
Nascar, lose the splitter and skirts, round off the sides of the cars, and have a lazer system that measures the ground clearance at speed. Anything under 3 inches is parked.
F1, cigar tubes with modern tires. Sixty square inches of wing allowed, total.
NHRA, Budget cap. If John Force wants to spend twenty grand per event, but the budget cap is ten, he has to give ten to the nhra, which distributes it to the lowest qualifying cars.

NHRA: Take the Top Fuel cars and let them do whatever to the engine but make them bring the wing down, run a smaller rear tire and put a cap on the number of tires per event. There, you can make a million horsepower, but if you can't put it to the ground, you aren't any better than the team making 6000hp on a smaller budget. Takes it from a "who can spend the most" to "who has the best tuner and driver" scenario. Also, bump Pro Stock down from coverage, because it's down to a series with only one OEM competing and is pretty boring to watch, and bring Pro Mod up to the national level and give them plenty of media. And let the fuel cars go back to the full 1320 feet.

I don't think this would be drastically different than today. They run a single speed gear reduction modulated by a complex self-releasing clutch that entirely controls how much power gets applied to the tires at any given point in time. They are already traction limited, such that fastest cars typically also have the largest clutch tuning library/database. It seems to me that this would all still be the exact same story, just a bit slower due to the noted reduction in grip.
Sealed engine and tranny class with the drivetrain chosen by the sanctioning body and changed only so often as people figure it out. This season you get an Austin A series and pudding stick. Next season it's a Chevy 305 and 700R4. Why not VW 1600 DP with a swing axle transmission next?
For NASCAR: Quick Notes Version.
1. Have the Cup Series run Stock Block, Heads, and Trans out of a Production Truck. V-8, V-6, or Turbos Allowed. No more than 600 hp. Open Tire rule. Smaller Cars.
2. Truck Series becomes the B class. No more Ixinity? Series. Same drivetrain rules as Cup.
3. K&N East, West, and ARCA becomes Two classes. East and West will still have Two Champions but each series will have Three combo races at Superspeedways. Also have the All-Star race for said series in Irwindale. Cars will be a mix of current and older Cup, Ixinity?, and Steel body Equipment.
4. There will be a Late Model road course series thats races with other series and IMSA.
5. A new series using Electric and Hybrids will be from with Manufacter support.
6. NASCAR will be a Non-Profit Organization like SCCA.
