IIRC it was featured in at least one magazine over there. The UK has a long tradition of building "specials" and up to fairly recently, the legislation was very mod-friendly as long as the vehicle passed the annual safety test. It got more stringent over the last 3-4 years so it's not quite as easy both to build modified cars and kit cars and get them registered, but it's still much easier than in most of the rest of Europe.
