No, seriously... I had a dream about this last night.
Everybody drives to the top floor of a multi-story parking garage (parking ramp, if you call it that).
Individual timed runs to the exit. No cones, but time is added for bouncing off the walls.
I'm sure no owner of such a facility would approve of this event, but it sure seemed like a neat idea in my dream!

Make them rental karts and add a few bumpers and you might make it something that can work.
I wouldn't hold your breath though.
That said, I've known some parking garages that get rented out for film work or for Halloween Haunted Houses, etc. So if you waive enough money under their noses you might make a go of it.

I want to see it happen. I only want to participate if I don't own the vehicle though. Too many walls/pillars for me to drive something I care for.
This reminds me of my first ticket at 16. I was buzzing up and down a 3 level parking garage in my BMW 2002 at 1:00am. Got written up for reckless endangerment.
I've thought about this...but most parking garages have you driving close between tight concrete barriers, and some even have floors coated with epoxy paint which is a lot slicker that it seems at first. I have a video recording of when I learned that.
GTA V online, I made a course last year.
I used to race motorcycles against the clock in a parking garage at Georgia Tech. Cop showed up one night and said that he'd rather we do it there than on the street. It was all fun and games until a friend dropped his bike and broke the engine block against a concrete pillar.

I don't get it. So then you wreck it and then you have to pay to fix a car you don't even own.
Unfortunately concrete pillar "scuffs" don't buff out like cone scuffs. It will never happen unless you own the parking structure and the vehicles.
E36 M3 tons of padding and shifter karts would be insanely fun though.

Unofficially have done it. The garage in bend here has wide 180° corners. Up past level two no one parks on holidays. The concrete is slick. The Celica is rwd. The hoonery is great. That being said, I noticed they put up security cameras this week...

A 3/4 midget, mini cup, or smaller race car would be fun to race through a parking garage. Full size car, not so much.

Is it +2 seconds if you hit a concrete column, or is there a reduced penalty based on the entertainment value?

I vote for +2 seconds only if it doesn't stop the car's forward motion or spin it. The column applies the penalty if it's a good enough hit to do either of those

There was an episode of Miami Vice in the first couple of seasons set around the Miami Grand Prix IMSA race. Father and son were racing a 962 in the race, one of them had a 906 or 908 road car. The two of them raced motorbikes up and down a parking structure as you are describin. The episode ends with the bad dy (dad I think ) crashing the 962 into a building after not being able to outrun Sonny in the 'Daytona' I'm sure it's on youtube, but I'm on my phone on a cruise ship and can't access that right now.
