If it plugs in and spins i'd offer $50 since the electronics have been sitting outside

Put a balanced tire on it and make sure it reads balanced.
No idea on price, bit I would take it for 50 if it's good.

if it works well? i'd think a fair price would be up in the $3-500 range. But if it's junk to the guy, and since it's been outside, and if it works, I'd start at the $50 suggested.
