That's the plan. It'll be in tots with a box.

Where I used to work we always shipped on a pallet but would customize it by either mounting the engine to an off the shelf storage cradle or by building a custom one. Use a larger pallet than the size of the engine...provides space around it so it doesn't get rubbed/hit with a pallet next to it. Then modify that to make absolutely sure there's no way it'll tip over and damage anything. Once it was secured to the pallet with bolts or screws then we'd use cardboard to protect the paint and band it down as well...being carefully of anything that can't take the load. Then we'd shrink/cling wrap the whole thing to keep moisture/rain out.

It it's that rare and limited audience I would put a box around it so it doesn't get damaged by something falling on it during shipment.  Crate engines come with a plastic tub around and covering them, a big tupperware is the easiest way out.  I always use the tire underneath trick, even if it's just hopping into the back of a pickup.

27 gallon = $13.

Hmm I have about 20 of these. I need to see what the engine dimensions will be with everything removed.

I shipped a transmission in one of those once. Wrapped the transmission in a few heavy duty trash bags, then filled in around the tranmission with expanding foam and then used a bunch of heavy duty tape for the lid. Made it halfway across the country without incident.

I've shipped two engines, one to Colorado, one to California. Both times just strapped to a pallet then lots of the heavy duty cling film you see they wrap boxes with on a pallet. My dad was the foreman of a warehouse for like 20 years, so I got some better pricing on shipping than the average person. They don't set anything on top of something like an engine, if you build a box around it they will, so ensure the box can hold a substantial amount of weight.

They will take something like an engine strapped to a pallet and put it on top of what is below, not the other around.
