Get a valve stem installation tool , thread the valve into it, pop it into place. They're not much effort.
You could probably get away with using a pair of side cutters to grab them, too, or pull on a metal valve cap so you don't risk damaging the threads.
Oh. Valve, gasket, wheel, gasket, washer, nut. Both gasket snoots go inside the hole in the wheel.
I berking hate bolt in valve stems. That design looks worse than most, the threads are exposed to pressurized air, so potential leak. If the nut loosens, the valve will blow out, whereas on traditional types if the nut loosens, air pressure holds them in place.

I agree. And this is why I ask. The Enkei comes with these. On one hand I say "if Enkei includes it, it must be up to par". Otoh, I've never used anything but the "regular" style.
