Apparently it does in this case. It's not like you're going to easily pull a fast one on US customs or the DOT/EPA these days, so whatever they're doing must have their 'blessing' in some way.

Now registration in individual states is another matter... From what Keith has said, Colorado is easier than some and more accepting of engine swaps. I'd absolutely do some research about registering one in PA before sending a check, but my rough knowledge is that once a car has been issued a title somewhere, getting it registered in PA isn't too difficult.
