Do you have a compass, a pencil and a ruler? I'm not kidding, this is a 5 minute drafting exercise.
I'd be happy to model it in SolidWorks and send you a drawing. What's the actual ID within say, .025", the stud or bolt size and center-center distance, are they actually equidistant from the ID center, and how wide do you want the material surrounding the ID?

I realize it's not a big problem, the biggest is that you have to make an educated guess on the center and radius of the curves at the outer edges. The best I found so far is this:
I just want to remove as much potential for error as I can.
Take the picture you've got, and enlarge it on a photocopier. Set the enlargement percentage to equal the percentage necessary to make it the right size.
Done.
But I think you are over-thinking it. I can't think of a single situation where it would matter if the outside curves did not match.
