If you've got a cool car and you want a cool piece of artwork, you need to know about Glen at Auto-Illustrated.com. For $50, he'll do a custom rendering of your car based on a photo. I know enough Illustrator to know he's doing this for love and definitely not for money. At the end, you get a vector copy of the file (which is editable in Illustrator) so you can do whatever you want.
Call me a satisfied customer. Here's what he did with mine.

It's gotta be a side gig. Takes a bit of time to turn around an illustration - not excessive, but he's definitely not doing it all day. But really, it sounds as if you want to ask him directly.
The vectors he sends are editable, so I'm going to tweak mine slightly - pull the X off the windshield on the first pic and maybe tone down the highlights a bit more. Both are easily done if you have Illustrator.
