Seriously, they're an absolute ball to drive. They're like GC Imprezas, you can drive them however you want and they just work. Very flexible engines, forgiving yet capable chassis, stone simple suspensions.
There's a couple loonies up north who play with Civics. Crazy power can be had with some junkyard engineering (I got to drive one of them... HOLY CRIPES that car had straight line speed), but they seem to go through a lot of halfshafts in the process. And the last time I saw the one car, it left on a trailer after one of the ball joints came loose from the control arm... seems that they wore the threads out on the balljoint and the nut blew off. Oops.
Not that my mechanical predicaments are much better, mind you, but then, I'm not driving a Neon either.

You can turbo the alpha cheaply or turbo the beta. For rally cross I would probably just go with an NA beta. They are a header and cold air intake from 170 hp if you go with the 2.0L.
The Accents are actually very similar, suspension and chassis wise, to a Neon. Oh, and they look cool all racecar'd out.

You'll want to go for the 95 to 99 models.

Yeah, if I was planning on buying now, I'd've already contacted that guy. A little de-ricing, new springs, struts, and some rally tires, and it looks like it'd be pretty much good to go.

Actually, keep the struts, add stock SRT springs and rally tires, and good to go.
