I found a interesting car in vt. It's 1983 scirocco, the owner says he doesn t have a title but would like to buy the car. I live in Ontario Canada so I need the title in order to register it here. Any advice?

Vermont's a no-title state. If it's older than 10 years old you're not likely to see a title. They transfer ownership with the vehicle registration and bill of sale. When I got my E30 from Vermont, Florida knew Vermonts policy and issued me a title with the registration and bill of sale. No idea if Canada will act accordingly.
From the Vermont Website:
Vermont titles all vehicles fifteen (15) years old or newer (based on calendar year).
For example .... If you are registering a vehicle (for the first time in Vermont) in the following time periods: The issuance of a title will not be required for the following model years (because they would be more than 15 years old at the time of registration): January 1, 2013 thru December 31, 2013 = 1998 or older January 1, 2014 thru December 31, 2014 = 1999 or older
The State of Vermont titles all vehicles (as defined above) except:
Trailers with empty weight of 1,500 lbs. or less
Motorcycles with engine size smaller than 300 cubic centimeters
Tractors with loaded weight 6,099 lbs. or less
If there is no loan on your vehicle and you own the vehicle free and clear the title will be mailed to you.
I had a motorcycle with no Title once. I researched those "Pay $800 and get a Title" companies and almost all of them ran their paperwork through Vermont. It must be one of the easiest 50 States.
