Well, I hope they don't kill it off for good. Suspect Carlin Dunne's accident has something to do with the decision. Somehow I doubt he'd be pleased with that.

I'm a bit surprised, but perhaps they want to take a look at how often the surface gets repaved, how likely bumps are to form in bad spots, and the risks associated with an all-pavement track over time. It's not just the Dunne tragedy, there's been several in recent years.
When the track was half dirt or more, the bikes would have been set up much differently, and would have had a different slip angle, a different amount of grip, a different amount of speed being carried in the scary cliff-filled sections, etc.
I hope they analyze all the data and come up with some ways to keep the bikes around, while mitigating the risks a bit if possible.
