Wire brush the loose stuff off and por15 it.
Poke a small hole in the valve cover gasket and let it drip down the frount if the motor so it will be misting the undercarriage. Rust problem solved.

And ya that is not rust. Any car will do that when bare metal is exposed in just about any part of the country.
That is ford build quality not a part of the country problem.

you didn't really see rust like this on cars that were built in the early 80's and earlier- the leaky valve cover and intake manifold gaskets did a fine job of rust proofing the underbody while also assuring that bolts would always brake loose easily..
True story: someone made contact with my car in a parking lot 4 years ago, and my fender has a 9" gash of exposed, unpainted metal. It doesn't even have surface rust.
