There is a free Android GPS App and The Pro App is $1.56.
I'm not sure about what's necessary these days, but in the past, the only thing that was required was a high beam indicator light.

Speedo/Odo is not on the VT state inspection list: Vt Inspection details
However a "MIL" light check is on the VT. list and if the car came with one and if removing the speedo also eliminated that it would be an issue during inspection. That said, inspectors sometime make up stuff as they go along and most customers are not willing/able to challenge them for fear of getting rejected.
The only reason I know anything about Vt.s state safety inspections is that being able to pass one has been a criteria for running certain NEHA hillclimb classes (I do tech as well as compete). Note, I said "able to pass". We do not require a car entered in competition actually have a sticker - in fact it doesnt buy you anything by having one because we check things anyway since: 1)a lot can change between a state annual inspection and an event, 2) inspectors sometimes overlook little things like bad ball joints and tie rods. But I digress...
I'm running into the same issue (in my case the engine swap uses a trans that doesn't have a speedo gear input)... thankfully it's not an issue in TX... but still driving and knowing what my speed is would be a good thing

there are also a number of phone apps as posted... but in my experiance the GPS isn't the phone GPS isn't the best option... it can take a while to aquire signal sometimes and sometimes outright won't pick it up if if we've got tons of buildings, trees, or heavily overcast skies... but it is a free or cheap option if you've already got the smart phone
