Are prices on new trailers generally negotiable or firm?
From what I've seen, prices vary WILDLY by region.
A used enclosed trailer recently posted on this site for $4500 got everyone excited. But I found multiple dealers nearby that would sell me a similar one BRAND NEW for $2900- 4000.
There are a ton of trailer manufacturers in the South. If your local dealer won't deal, take a road trip.

I bought an enclosed trailer for work last summer. A few of the places I went to were willing to deal a little, but only on ones they had on the lot. Around here all trailers seem to command top dollar, even used. We ended up finding a good deal on a lightly used one for about 60% of the new price. If you are going enclosed, check the weight ratings and the base weight of the trailer for comparisons. I was surprised that some of the "less expensive" units have very little carrying capacity. The aluminum ones will generally have a higher capacity and obviously higher cost, but may be cheaper in the long haul and have a higher resale value. Check flooring and walls as well as some brands use flimsy stuff. This time of year you may be able to find a deal on someone upgrading or having to dump their toys.
If buying an enclosed, I would look at getting at least 5200 lb axles, especially for a 24 ft trailer. Imgon is right, the 3500 lb axles don't allow for very much capacity.
