Is there a difference between the 289/302/351 mechanical fuel pumps? The one I bought for the 289 isn't listed as interchange with the others and I have one for a 351 that listed interchange with 302s but not 289s. Trying to save $30ish dollars in budget as I got the 351 one on clearance.

A lot of the aftermarket ones are labelled as 260-351 interchange https://www.jegs.com/i/JEGS/555/15955/10002/-1 so physically they should bolt up, however I'm not sure on fuel flow.
You likely need to look at the GPH rating (which is usually rated in free flow) and the flow rate at ~5 PSI restriction
Compare the arms that engage the eccentric on the camshaft nose. If they are the same, the rest is just plumbing differences. Pressures will all be within a pound or two, I'm sure.

Valid point but I only have 6 months to exploit the hell out of the self trade rules and everyone here knows that I can't do an engine swap in 6 months even if it's bolt in.

Honestly I could swap it in a day. Problem is I'd have to figure out exhaust and while I was in there I'd do a $800 SFI flywheel. Then afterwards I'd have to swap everything back because I think May will be Suprang's last Challenge.
Sometimes they did something like a return line on one but not the other, or one has 3psi and the other 4.5psi based on the carb it feeds, but as far as I know they will all bolt up and function

Looking at the pump that I took off the 289 and the pump I bought for the 351 the only physical differences I see is the in and out lines are opposite.

That's an emissions thing. If you pull fuel away from the carb, you can't burn it. Bingo. Instant emissions compliance
I wonder if they list those based simply on how they attach to the fuel lines. Most 351s were in trucks, so I wonder if the part number differences were academic so they are the correct configuration for the specific vehicle.
I think the more important thing is that the cam lever and bolt pattern are the same. I have actually used a Windsor fuel pump on a 360 Mopar in a pinch because the bolt patterns are the same and the levers are close. The lever isn't quite right and it sometimes over-extends the travel and shears off the fulcrum pin, but it's all just geometry. I think if you have a windsor fuel pump, you just need to install it and adapt the fuel fittings as needed. (the question being... is it really cheaper until you buy the plumbing to make it work.)
