Does anybody have blueprints to build a shifter kart? Is there an easy frame to weld up? I really want to build a lotus 7, but I think a shifter kart is a bit more feasible. Is there a cheap kit?

Buying a used Kart will be a whole lot cheaper, they say the devil is in the details, said details are also home to surprising cost. Lots of fiddly little parts ad up quickly.
You could buy an outdated Kart and modify it to suit your needs.
Plans?
Take a piece of cardboard from an old Fridge or oven, place it flat on the ground.
Take a sharpie and then go and sit in the middle of the cardboard, mark off where your butt is, where your feet are and where you think the wheels should go.
Get up and admire your artwork.
Then take those rough estimates and turn them into tubes, weld them together and toss an engine at it.
What are you going to do with it once its built?
Kart chassis have lot of engineering built into them. Unlike the locost or automotive chassis, kart chassis are designed to flex along certain planes. This is critical in making them handle. That is one reason why the aren't fully boxed.
Then there's the whole problem of making shifter kart parts fit the frame you have made. Put the word out that you are looking for an outdated shifter kart frame and one will appear
