Kinda sorta yes....With a fine stone use some known samples for comparison and you will be close. If it looks different than a grade 5 bolt assume some improvement in strenght. Grade 8 bolt is close to 4340, 4130 is the normal tubing chrome/moly. A small sample of 4130 could be supplied, PM me.
Higher carbon steel should have relatively short, feathery sparks. mild steel will have a longer, duller spark path.
As said, use other known pieces as comparison if you don't already know by eye.
