I've never seen it, even once, while reading on my iPhone. First a 4, now a 5s. Also surf on an iPad 2 on occasion. Never there either.

I get it on occasion if I'm on a page I seldom visit. Clicking the x usually gets rid of it. I could see where it would be annoying as hell if it popped up constantly.

I have that issue with Chrome on my phone. It only happens on mobile devices and it often makes the page so that several thread titles cannot be clicked on when I close it.

Dolphin on my Nook Tablet fails hard with the ad as it renders the page unreadable. It's not a popup per say where it generates a new window, its more like the overlay that Gawker does on some of their articles. Probably a flash or java ad.

Bravenrace, a thought occurred: do you allow cookies on your iPad? IIRC, that's how the pop-up remembers not to bother you.

Its a bug with Safari on your iPad. You could try wiping the device out and going back to factory defaults along with forcing it to reload the latest version of iOS.
